I received my brokerage 1099-DIV, Line 5 (Section 199A dividends) which has a number in it. It said these dividends are eligible for 20% qualified business income deduction under Section 199A.

    Do I put 100% or just 20% in Line 9, Form 1040?

These dividends are from a REIT stock. I don’t own any business and retired, can I still claim it?

You need to see the instructions for line 9 which leads you to a worksheet in the 1040 instructions (p. 37) https://www.irs.gov/pub/irs-pdf/i1040gi.pdf
