    A family member had a gigantic casualty loss which will carry forward many years. Form 8962 includes the NOL carryforward in MAGI, eliminating eligibility for Obamacare premium subsidies. Yet the income outside of the NOL carryforward is well above 100% of federal poverty level.

    I don’t think an NOL carryforward makes you eligible for Medicaid, yet it seems to be making you ineligible for Obamacare because you are supposed to go on Medicaid.

    Can anyone here answer this puzzle?

    P.S. Page 48 of this package seems to indicate that a NOL carryforward would make you eligible for Medicaid. Is this one of the ACA glitches that became uncorrectable after Democrats lost their 60th Senate seat?
