They probably realized their error right away, but the extra time to respond was probably applied to determining what to do about their error. Since technically an RMD shortfall is simply added to the next year’s RMD, they should calculate any shortfalls for each year since they acquired the account and add that shortfall to your 2019 RMD. But since there is no penalty I would not worry about whether they add the prior shortfall or not.
